
Patna : Bihar’s Department of Mines and Geology has achieved remarkable success in FY 2024-25, thanks to transparent policies and strict enforcement. Despite the surrender of 25% of sand mining sites, the department recorded its highest-ever revenue collection Rs 3,569 crore surpassing the target of Rs 3,500 crore. This marks a 114% increase compared to the previous fiscal and more than double the revenue collected in 2021-22.
Stringent provisions added to the mining regulations in October 2024 helped bring illegal sand mining and overloading under control across the state. Consequently, damage to roads and bridges has been significantly reduced, enhancing road safety and cutting government repair costs.
To curb illegal practices, a Mining Task Force operates at the district level, conducting regular raids and reviews. In FY 2024-25 alone, over 33,000 raids were carried out, leading to 3,475 FIRs, 1,252 arrests, 10,702 vehicle seizures, and Rs 136.37 crore collected in penalties.
The department has also introduced a reward scheme for whistle-blowers, termed “Bihari Mining Warriors”, offering up to Rs 10,000 for reporting illegal mining activities. Additionally, transporters now benefit from a 5% tolerance in mineral load discrepancies.
Strict measures have been enforced on contractors using illegal minerals in government projects, with fines up to 25 times the mineral value. Officers who perform exceptionally will be rewarded, while underperformers will face action.
Deputy Chief Minister and Mines Minister Vijay Kumar Sinha stated, “Illegal sand mining and overloading will not be tolerated. Stronger coordination with police and district administration will further improve enforcement.”
The department has also launched a public grievance redressal system via helpline, WhatsApp, and email for swift complaint resolution.
