Bihar: Allegations of Applying Chili Powder on Children’s Private Parts at Buxar Shelter Home

BUXAR – The National Commission for Protection of Child Rights has taken cognizance of the case involving the insertion of chili in the private parts of children at the ITI Mod Bal Grih in the district headquarters of Buxar. Following the commission’s directive, an investigation was conducted by the Buxar Superintendent of Police, confirming the allegations. Based on this, a primary inquiry against the Bal Griha superintendent is underway at the local police station.

Two months ago, in October, when the matter came to light, the Child Welfare Committee informed the District Magistrate, including the Social Welfare Department. The DM formed a team under the chairmanship of DDC Dr. Mahendra Pal for the investigation. The team gave a clean chit to the superintendent. Meanwhile, after the news was prominently published in newspapers, the case came to the attention of the National Commission for Protection of Child Rights.

The commission entrusted the responsibility of the investigation to the Buxar SP. The SP conducted the investigation with the supervision of the headquarters DSP Ashfaq Ansari. Confirming the allegations in the investigation, as soon as the DSP submitted the report, the SP directed the local police station to conduct investigation against the Bal Griha superintendent.

It is noteworthy that the chairman of the Child Welfare Committee from the Bal Griha located at ITI Mod in the district headquarters had informed senior officials in writing that the woman superintendent harasses children by rubbing chili on their private parts.

The case is about a month old. On this complaint, the district administration had constituted an inquiry committee. The committee has completely dismissed the allegations in the investigation. The Deputy Development Commissioner stated that the children were misled and coerced into making such statements.
