Bihar Completes Digitisation of Land Records, Aims to Scan Five Crore More by 2026

Patna: The Bihar government has completed the digitisation of 2.34 crore registered land and property documents spanning from 1995 to 2025, a major step towards streamlining public access to land records. Officials say the initiative will make it easier for citizens to view and verify documents online, reducing bureaucratic hurdles and improving transparency.

The next phase of the project will focus on digitising an additional five crore legacy records dating back to 1908, with an agency already selected to carry out the task. The move is part of a broader effort to modernise land governance in the state, making property transactions more efficient.

Revenue Collection Exceeds Target

Alongside its digital transformation, the state’s Registration Department has recorded a strong fiscal performance, surpassing its revenue target for 2024–25. It collected Rs 7,648.88 crore, exceeding the Rs 7,500 crore benchmark and marking a 24% increase from the previous year’s Rs 6,170.91 crore.

The total number of documents registered during the financial year stood at 17.51 lakh, also a 24% rise compared to 2023–24. Looking ahead, the department has set a revenue target of Rs 8,250 crore for 2025–26.

Paperless Property Registration in the Works

To further simplify land transactions, the government has introduced “E-Registration” software, allowing users to apply for property registration, check land categories, calculate fees, and complete e-KYC from their homes. As part of a pilot project, four offices are testing a fully paperless registration process, reducing reliance on physical documentation.

In support of the digital shift, all registration officials have been equipped with laptops, officials said.

Expanding Registration Infrastructure

Bihar currently operates 140 registration offices, including 102 sub-registrar offices covering all 38 districts. To accommodate growing demand, three new offices have been added in Veerpur (Supaul), Sonvarsha (Saharsa), and Paliganj (Patna).

E-Stamping and Court Fee Modernisation

To curb fraud and enhance transparency, the government has introduced e-stamping across all registration offices. Stamps valued up to Rs 1,000 are now issued through franking machines, while e-court fees have been implemented across the Patna High Court and 60 civil courts statewide. Sales of non-judicial stamps are now managed through the Cooperative Bank, integrated with departmental software.

Officials say these reforms will not only improve ease of doing business in Bihar but also modernise property transactions, aligning the state with national efforts towards digital governance.
