Bihar Introduces Social Media and Online Media Rules, 2024

Patna: The Department of Information and Public Relations in Bihar has introduced the Bihar Social Media and Other Online Media Rules, 2024 to enhance the dissemination of state government policies and public welfare programs through advanced social media and online platforms. The State Cabinet approved these rules on November 14, 2024.
This initiative aims to facilitate advertising on global platforms such as Google and Microsoft Edge and major social media networks, including Facebook, YouTube, X (formerly Twitter), Instagram, as well as websites, news portals, web media, news mobile apps, and podcasts. By implementing these rules, the government seeks to effectively and swiftly reach people with information about public welfare schemes and programs.
Eligibility criteria under the rules will rely on the minimum average unique users per month for web media and the number of subscribers or followers for social media platforms. The authenticity of these metrics will be verified using reliable, globally accepted tools like Google Analytics and Comscore for web media, and platform-specific analytics for social media.
The rules also include provisions for delisting or blacklisting media outlets that broadcast content deemed anti-national, indecent, anti-social, or promoting communal hatred. Additionally, any content that contradicts government communication norms or the guidelines of the Press Council of India may also result in delisting.
This regulatory framework is expected to streamline the process of listing media under the department and ensure compliance with ethical and professional standards while disseminating vital government information.
