Bihar IT Minister Inaugurates Cyber Law Moot Court at CNLU, Advocates Legal Education in Schools

Patna: Bihar’s Minister for Information Technology, Krishna Kumar Mantu, inaugurated the Cyber Law National Moot Court Competition 2025 at Chanakya National Law University (CNLU), Patna, on Saturday. The competition, organised jointly by CNLU and the Department of Information and Technology, Government of Bihar, has brought together 24 teams from National Law Universities across the country.
In his address, Mantu underscored the urgent need for basic legal education at the school level, recommending its introduction from Class 8. “Legal awareness is essential for every citizen — be it about traffic rules or everyday legal matters. A lack of basic understanding often leads people into legal complications,” he said.
The minister added that early exposure to legal knowledge would foster law-abiding citizens and help reduce the burden on India’s courts. “If students are taught the basics of law at a young age, they will develop a natural respect for the legal system,” he said.
Addressing the rising threat of cybercrime, Mantu noted the growing complexity of crimes committed by anonymous actors often operating beyond national borders. “The only safeguard is to enhance both legal and technological literacy,” he said, highlighting the significance of initiatives like the moot court competition.
CNLU Registrar Dr S P Singh and Special Secretary of the Department of Information and Technology, Arvind Kumar Chaudhary, also addressed participants, stressing the importance of cyber law awareness and legal preparedness in an increasingly digital world.
The three-day competition aims to provide aspiring legal professionals with a platform to sharpen their understanding of cyber law and its real-world implications.
