Bihar Launches 'Learning Week' To Upskill Public Servants Through Digital Training

Patna: The Government of Bihar has launched “Bihar Learning Week”, a new initiative aimed at boosting the skills and capacity of its public servants through digital learning. The week-long programme, running from July 11 to 17, is being held under the joint aegis of the General Administration Department, the Bihar Institute of Public Administration and Rural Development (BIPARD), and Karmayogi Bharat.

The initiative was inaugurated by Bihar’s Chief Secretary, Amrit Lal Meena, in the presence of Additional Chief Secretary Dr B Rajendra and Secretary Rachna Patil. It encourages state government employees to engage with the IGOT Karmayogi platform — a national digital learning portal — dedicating four hours daily to training modules relevant to their field of work.

Each day of the week will also feature a webinar by subject experts at 2pm, addressing themes crucial to governance and public service. The inaugural session features Maulik Choksi, Global Director of Health Systems Research and Policy, speaking on improving understanding of public health systems.

Upcoming webinars will cover topics including public service ethics, agricultural policy, infrastructure development, artificial intelligence, and climate change, with speakers drawn from national and international institutions.

Officials say the move reflects a broader shift towards digital upskilling in governance. “Online training provides the flexibility to learn anytime and anywhere, while reaching even the most remote corners of the state,” said a department spokesperson. “This strengthens not just individual capability, but the responsiveness of the entire administrative system.”
