Bihar: Now Mandatory Permission and Fee for Installing Lifts and Escalators

Patna: In Bihar, obtaining government permission is now required for installing lifts and escalators in buildings, including residential and commercial properties. The registration must be completed through the Electrical Inspectorate, with a fee of ₹10,000 applicable.

This regulation also applies to existing installations. All lifts and escalators must be replaced every 20 years to ensure safety. Violations of this rule may result in a penalty of up to three months imprisonment and a fine of ₹50,000. In severe cases, both penalties may be imposed.

An inspector appointed under the new act will handle complaints, and courts will not adjudicate cases related to this rule. Additionally, third-party insurance is required to cover medical expenses and financial losses in the event of accidents involving lifts and escalators.

The Electrical Inspectorate will conduct inspections every three years to check for faults, with consumers required to pay ₹1,875 for each inspection. This state law aligns with the Central Government’s previous legislation, which encouraged states to implement similar measures.
