Bihar Revenue Minister Sanjay Saraogi to Conduct Ground-Level Reviews of Land Reform Schemes

Bihar’s Revenue Minister will begin district visits this week to directly review the delivery of land and revenue schemes, with a focus on addressing implementation issues and ensuring benefits reach the public effectively.

Patna: Bihar’s Revenue and Land Reforms Minister, Sanjay Saraogi, is set to conduct a series of district-level review meetings to evaluate the on-ground implementation of departmental schemes and services. The initiative begins in Darbhanga on May 16, followed by meetings in Munger on May 19 and Samastipur on May 22.

According to an official release, the minister will be accompanied by departmental secretary Jai Singh and other senior officials during the reviews. Local administration, including Additional District Magistrates (Revenue), Deputy Collectors of Land Reforms (DCLR), and all Circle Officers, have been directed to attend.

The review will focus on a range of land and revenue services, including Dakhil-Kharij (mutation), Parimarjan Plus (correctional schemes), land surveys, land acquisition for welfare projects, and distribution of Basgit Parchas (land tenure certificates) to the landless. Special attention will be given to welfare programmes such as Abhiyan Basera-2, which aims to provide secure housing rights to the poor.

Minister Saraogi stated that the goal of the initiative is to ensure that government services are reaching the public effectively. “We are committed to resolving all grassroots issues hampering the delivery of our flagship welfare schemes,” he said. “Wherever people face hurdles in accessing benefits like Dakhil-Kharij or Basera-2, the department will intervene to ensure prompt resolution.”

Additional Chief Secretary Deepak Kumar Singh emphasised that Abhiyan Basera-2 remains a top priority for the department. “Citizens can access all services either online or at their nearest Common Service Centres (CSC),” he noted, adding that strict action is being taken against any official found negligent in service delivery.

The department aims to make land and revenue services more transparent, accessible, and accountable through direct oversight and consistent monitoring at the district level.
