Bihar Urban Voters Lag Behind in Electoral Roll Revision Ahead of 2025 Polls, Warns Election Commission

Patna: Urban voter participation in Bihar’s Special Intensive Revision Campaign 2025 remains significantly low, particularly in Digha and Gaya Town constituencies, according to data released by the Chief Electoral Officer (CEO) of the state. With assembly elections on the horizon, the Election Commission has urged citizens—especially those in urban areas—to actively engage in the ongoing voter list revision exercise, which runs until July 25.
While rural areas have shown strong response, compiling over 77% of enumeration forms, urban constituencies are trailing. As of now, Digha has submitted just 64% of forms, Kumhrar 67%, Gaya Town 69% and Muzaffarpur Town 70%. The CEO expressed concern over the gap, stating that urban voter apathy continues to impact both electoral rolls and turnout figures.
In an effort to address this, the Commission has launched the ‘Har Ghar Dastak’ campaign, mobilising Booth Level Officers (BLOs) and municipal workers to distribute enumeration forms door to door. The form requires voters to provide their name, EPIC number, mobile number, passport-sized photograph, and other essential details.
Additionally, the Commission has made the prefilled enumeration forms available online at voters.eci.gov.in, where citizens can fill them digitally or download and submit them. Those unable to complete the process immediately can submit required documents during the claim and objection period from August 1 to September 1.
Reiterating the importance of civic participation, the CEO said, “Your single step can shape the future of democracy. Ensure your name is on the updated voter list. Democracy thrives on your involvement.”
