CM Nitish Kumar’s Efforts Pay Off as Bihar Gets Rs 190 Crore for Airport Development

Patna: Air travel to seven cities in Bihar, including Purnia, Valmikinagar, and Muzaffarpur, is set to become easier as the central government has allocated Rs 190 crore for the development of regional airports under the UDAN (Ude Desh Ka Aam Nagrik) scheme.

The Ministry of Civil Aviation’s 15th Project Appraisal Committee (PAC) meeting, held at Rajiv Gandhi Bhawan in New Delhi, reviewed capital expenditure plans for airport development in Birpur, Saharsa, Munger, Muzaffarpur, Valmikinagar, Madhubani, and Purnia. The decision marks a significant step in expanding Bihar’s aviation infrastructure and improving regional air connectivity.

Nitish Kumar’s Push for Civil Aviation Expansion

Bihar Chief Minister Nitish Kumar played a key role in advocating for better air infrastructure in the state. On September 4, 2024, he met with the Chief Secretary and the Airports Authority of India (AAI) to push for improvements in the sector. More recently, on March 13, 2025, he inspected the new terminal and Bihta Civil Enclave at Patna Airport, directing state authorities to fully support the development of regional airports.

Small Aircraft to Connect Seven Cities

The Bihar government requested the inclusion of these seven locations under UDAN, leading to the release of central funds. The selected airports will facilitate flights for small aircraft (up to 20 seats) and will be developed by the Airports Authority of India (AAI). The state government will sign a Memorandum of Understanding (MoU) with AAI to formalize the partnership.

Boost for Tourism in Valmikinagar and Beyond

One of the key beneficiaries of this expansion is Valmikinagar, home to Bihar’s only Tiger Reserve, which has seen a surge in tourists in recent years. Improved air connectivity is expected to enhance accessibility and attract more visitors.

Strengthening Disaster Response and Economic Growth

Beyond tourism, improved aviation infrastructure will strengthen Bihar’s disaster response capabilities, particularly during floods and other emergencies, where air transport plays a crucial role. The UDAN scheme aims to make air travel affordable and accessible, helping to connect smaller towns and rural areas to major economic hubs.

Enhanced connectivity is expected to boost local economies, create new employment opportunities, and provide better access to healthcare and education. Improved air links will also facilitate business travel, strengthening Bihar’s integration into national and global markets.

Airport Development Funding Breakdown

The Rs 190 crore allocation will be distributed as follows:

  • Rs 25 crore each for Birpur, Saharsa, Munger, Muzaffarpur, Valmikinagar, and Madhubani
  • Rs 40 crore for Purnia airport
