PIL Filed in Patna High Court to Halt Ongoing Land Survey in Bihar

Patna: A Public Interest Litigation (PIL) has been filed in the Patna High Court seeking an immediate halt to the ongoing land survey in Bihar. The petition, filed by advocate Rajiv Ranjan Singh on Wednesday, claims that the survey process is deeply flawed and lacks a proper legal framework.

The petitioner argues that the land survey, currently being conducted across the state, is being carried out without adopting any legal mechanism, which may lead to increased disputes over land ownership in the future. According to Singh, the flawed nature of the survey will worsen the situation, potentially leading to a spike in litigation across the state.

The petition further highlights that the challenges and difficulties being encountered during the survey have been largely overlooked by the authorities. The petitioner believes this oversight will only complicate land-related issues further, creating more legal battles in the future.

Rajiv Ranjan Singh had previously raised these concerns with the state’s top officials. On September 7, 2024, he submitted a formal representation to the Chief Secretary of Bihar and the Additional Chief Secretary of the Revenue and Land Reforms Department, urging them to address the survey’s shortcomings. However, the petition alleges that no response has been received from either official, prompting Singh to file the PIL.

In the PIL, the Chief Secretary of Bihar and the Additional Chief Secretary of the Revenue and Land Reforms Department have been named as respondents. The petitioner has also pointed out that several land-related cases are already pending in courts, and the ongoing survey, if left unchecked, could further complicate these disputes.

The Patna High Court is expected to hear the matter in the coming days.
