Launched in 2007, the MCTP is a structured programme designed to strengthen the leadership and administrative capacities of IAS officers at different stages of their careers. It aims to equip them with the skills required to tackle emerging governance challenges and improve policy delivery.

As per the IAS (Pay) Rules, 2016, completion of MCTP is mandatory for career progression. Officers are permitted up to three opportunities to complete each phase of the training, acknowledging the administrative constraints that often delay their release from postings.
