Patna : In a move aimed at improving grievance redressal for government school teachers, the Bihar Education Department has launched a structured web-based platform that allows educators to file complaints online through the e-Shiksha Kosh portal.

The initiative, overseen by Additional Chief Secretary S. Siddhartha, seeks to decentralise and streamline the handling of complaints. In a directive sent to all District Education Officers (DEOs), Siddhartha emphasised that the portal would ensure transparency and reduce the need for teachers to visit state headquarters in person—often with family members—seeking redress.

Under the new system, any teacher employed by the Bihar government can log in to the portal and submit a grievance related to salary delays, leave, transfer issues, corruption, harassment, or other school-related concerns. These complaints will be visible simultaneously to the DEO, Directors of Primary and Secondary Education, and the Additional Chief Secretary, depending on the nature of the issue. Complaints related to corruption will be accessible only to senior officials for confidentiality.

“Despite provisions like weekly public hearings at the block and district levels, teachers are still escalating local issues to the state headquarters,” Siddhartha noted in his letter, highlighting a lack of seriousness among local officials. He stressed that failure to resolve concerns at the grassroots level was disrupting work at the state secretariat and creating unnecessary hardship for teachers.

The portal will not accept original applications, which must still be submitted to local authorities. However, if no action is taken at the local level, teachers can then escalate their concerns via the portal. They will also be able to track responses and resolutions online.

Complaints that can be filed include delays in salary, service-related corrections, issues with midday meal schemes, inter-school disputes, sexual harassment, emergency concerns, and suggestions for improvement.
