Bihar: Patna Municipal Corporation Launches Online Mutation Facility for Property Owners
PATNA – In a move towards digital empowerment, the Patna Municipal Corporation introduced an online facility on Friday for property mutation and self-assessment of holding tax. Mayor Sita Sahu inaugurated the platform at the corporation headquarters, Mauryalok, alongside Municipal Commissioner Animesh Kumar Parashar.
Standing Committee members Dr. Ashish Kumar Sinha, Indradeep Chandravanshi, Manoj Kumar alias Munna Jaiswal, and Kaveri Singh were also present during the inauguration. Mayor Sita Sahu emphasized that citizens can now conveniently access both services from the comfort of their homes, eliminating the need to visit municipal offices.
Municipal Commissioner Animesh Kumar Parashar assured that complaints from citizens would be promptly addressed within the scheduled working day, streamlining the process for property name transfers. Following property assessment, the corporation will conduct physical verification to determine the holding. Citizens can lodge complaints through the Municipal Corporation control room, toll-free number 155304, and the WhatsApp chatbot 9264447449.
To initiate the mutation process, citizens can submit applications and the required fee through the corporation’s website at https://pmcptax.bihar.gov.in/pmc/public. Publicity efforts will include Vehicle Mounted Displays (VMD) and door-to-door campaigns.
Key highlights of the online mutation facility include:
1. Swift Processing: Mutation work will be completed within a maximum of 35 days if no objections are filed on the application. In case of an objection, a hearing will be scheduled, and the process will be executed within 75 days.
2. SMS Notifications: Applicants will receive information, including notices, through SMS links on their mobile numbers. For the hearing of mutation cases, applicants must appear at the zonal office with original documents and identity cards.
3. Web Copy Download: After the mutation case is executed, applicants can download the web copy of the mutation order from the corporation portal. Certified copies can be obtained by depositing the prescribed fee at the zonal office.
Prescribed Fees:
– Application Fee: Rs 100
– Transfer Fee:
  – For property under 1,000 square feet: Rs 500
  – Re 1 per square foot for property over 1,000 square feet
– Late Fee: Rs 10 per day, with a maximum of Rs 2,500 for sale deed, three months without late fee, one year without late fee due to the death of the property owner, and three months without late fee from the effective date of property partition.
