Patna: Amid a continuing strike by revenue employees, the Revenue and Land Reforms Department in Bihar has launched an online training programme for Circle Amins and Panchayat Secretaries to maintain the continuity of essential public services.
The training, held via video conference from the department’s headquarters, was chaired by Secretary Jai Singh. Officials from all 38 districts participated under the guidance of their respective Additional District Magistrates (Revenue).
Opening the session, Singh confirmed the presence of trainees and emphasised hands-on learning for better understanding. He directed district authorities to assign charges to the Amins and Panchayat Secretaries by creating their IDs through Halka allocation, to be approved by the respective Circle Officers. He also instructed that zonal-level training programmes be conducted by Circle Officers to further support the initiative.
IT Manager Anand Shankar conducted a detailed presentation on how to operate the Biharbhumi portal. The trainees were briefed on all departmental online processes, with a particular focus on mutation and correction procedures — core responsibilities in revenue administration. Technical aspects were explained, and support structures involving Zonal Officers, Inspectors, Data Entry Operators, and Executive Assistants were introduced for troubleshooting.
To meet workforce demands, the department has also decided to appoint retired revenue personnel on a contractual basis. Applications from interested and eligible retirees will be invited at the district level.
In a move to ensure accountability, Singh directed that show cause notices be issued to all striking revenue employees via the Zonal Officers.
Special Secretary Arun Kumar Singh, Joint Secretary Anil Kumar Pandey, and several other officials were present during the session.
