Muzaffarpur: A senior official at Bihar’s Baba Saheb Bhimrao Ambedkar Bihar University has filed a formal police complaint against the institution’s Vice Chancellor and Proctor, accusing them of caste-based abuse and threats.
Dr Suba Lal Paswan, the university’s Controller of Examinations, has lodged the complaint at the SC-ST police station in Muzaffarpur against Vice Chancellor Prof Dinesh Chandra Rai and Proctor Prof Vinay Shankar Rai. In his written submission, Dr Paswan alleges that both officials used casteist slurs and attempted to intimidate him during a confrontation inside the Vice Chancellor’s office.
The alleged incident occurred on 14 June, when Dr Paswan says he was summoned to prepare the centre list for an upcoming special examination. According to his complaint, the meeting escalated into verbal abuse, during which the Vice Chancellor allegedly pressured him to resign and used derogatory caste-related language. The Proctor, he claims, joined in by threatening him with removal from his post if he did not comply with their directives.
“These actions are not just a personal affront but a clear violation of the dignity and rights of an individual from a marginalised community,” Dr Paswan wrote in his complaint. He also claimed that the university has appointed two Deputy Controllers in recent weeks, which he says is a targeted move to harass him in violation of university statutes.
Responding to the allegations, Vice Chancellor Prof Rai dismissed the claims as “completely fabricated and baseless,” suggesting that the accusations were motivated by internal administrative disputes rather than facts. “There is no truth in the charges. This is an attempt to tarnish the image of the university,” he said.
SC-ST police station officer-in-charge Ram Vinay Kumar confirmed the receipt of the complaint and said, “We are verifying the facts. Appropriate action will be taken in accordance with the directives from senior officials.”
