Patna: In the wake of mounting pressure for his resignation, Assembly Speaker Awadh Bihari Chaudhary has asserted his intent to adhere strictly to parliamentary rules, refusing to step down from his position.

Following deliberations held in various committees within the Assembly on Wednesday, Chaudhary affirmed his commitment to uphold the integrity of the House in accordance with established protocols.

Addressing queries regarding his resignation, Chaudhary underscored his adherence to procedural norms, stating, “I am a person who follows rules and will follow the rules only. I will follow the procedure as per the assembly rules.”

The Speaker revealed that he was apprised of a no-confidence motion against him on February 6. He clarified that the decision regarding the motion lies with the MLAs, in line with the prescribed procedures outlined in the Assembly’s manual for conducting business.

Responding to Chaudhary’s stance, Deputy Speaker Maheshwar Hazari expressed disappointment, suggesting that the Speaker’s refusal to resign reflects external pressure rather than personal conviction.

Hazari emphasized the significance of the Speaker’s position within the Bihar Assembly, expressing regret that Chaudhary had not chosen to step down voluntarily following the motion of no-confidence.

He cited Rule 179 of the Bihar Assembly, which stipulates that neither the Speaker nor the Deputy Speaker may preside over proceedings if a no-confidence motion has been filed against them. Hazari reiterated that Chaudhary must vacate his seat after presenting his views.

Amidst speculation of a potential deadlock, Hazari highlighted the procedural trajectory of the upcoming budget session, where the Speaker is expected to relinquish his seat following his address.

Notably, the ruling party has submitted documentation, endorsed by 128 MLAs, to Raj Bhavan, leading to the formation of the government. Hazari dismissed suggestions of conflict, asserting that the matter ultimately rests with the elected representatives.

Concerning the timing of the no-confidence motion, Hazari clarified that standard procedures were followed, with the Secretary of the Assembly Speaker being duly informed on January 28.
