Patna: The Bihar Legislative Assembly will adopt a largely paperless system when its 18th session begins on December 1, with newly installed tablets allowing members to submit questions and motions digitally.
Under the Neva scheme, the move aims to minimise paper usage in the House, a measure already introduced in the Legislative Council. Tablets have been placed at each MLA’s seat, providing a modern interface for legislative work, particularly for first-time members.
Preparations for the session were finalised on Friday, with security, traffic management, medical care, sanitation, and parking arrangements discussed in a high-level meeting chaired by Legislative Council Chairman Awadhesh Narayan Singh. Officials from the Home Department, municipal corporations, police, and health and building authorities attended, ensuring that all facilities, including CCTV and basic amenities, are in place.
Parliamentary Affairs Minister Vijay Kumar Choudhary emphasised the importance of a smooth experience for newly elected members, noting that their residences on Veerchand Patel Path must have proper sanitation, water, and electricity.
The five-day session will begin with the swearing-in of members, followed by the election of the Speaker on December 2. The Governor’s address will be delivered on December 3 to a joint sitting of both Houses, followed by debates on the Motion of Thanks, the government’s response, the Second Supplementary Expenditure Statement, and the Appropriation Bill.
The paperless system mirrors the one adopted by the Uttar Pradesh Legislative Assembly, which has been operating electronically since May 2022.
