Patna: Bihar’s Chief Minister, Nitish Kumar, has announced a major initiative aimed at reducing the everyday difficulties faced by the state’s citizens when interacting with government offices. From January 19, all officials across Bihar will be required to be present in their offices every Monday and Friday to directly hear and address public complaints.
The move, part of the state government’s “Respect for All – Easy Living” programme, comes in response to frequent complaints that citizens often visit offices only to find officials absent, causing delays, financial strain, and stress.
“The new system will ensure that government officials, from Gram Panchayats to district and state-level offices, are available twice a week for citizens to present their grievances directly,” CM Nitish said on X (formerly Twitter). He added that officials must treat people respectfully, listen attentively, and ensure prompt resolution of complaints.

The initiative also includes practical measures for visitors, such as seating arrangements, drinking water, and access to basic facilities like toilets. Each office will maintain a complaint register and implement a monitoring system to track issues until they are resolved.
He encouraged citizens to offer suggestions to improve the initiative, with a deadline of January 10 for submissions. He expressed confidence that the policy would not only provide relief to citizens but also increase accountability and transparency within the administration.
The programme forms the seventh resolution of the Seven Resolutions-3 plan, which was launched after the formation of the new government on November 20, 2025 aiming to position Bihar among India’s most developed states.
