Patna: The Bihar government has announced strict measures against officers of the Bihar Revenue Service who went on mass leave, warning that public services will not be allowed to be disrupted.
In a directive issued by the department of revenue and land reforms, officials said a new administrative framework will come into effect from April 1 to ensure continuity of work across all revenue circles.
The order states that no anchal (revenue circle) will be left without an officer. Serving officials who have not participated in the leave will be given additional charge of vacant circles alongside their existing responsibilities.
District magistrates have been instructed to ensure that each circle has an officer at all times. The move is aimed at preventing disruption to key services such as land mutation, record correction, land measurement, encroachment removal and issuance of certificates.
The department said earlier arrangements, which assigned additional responsibilities to block development officers, were insufficient due to their existing workload. Under the revised system, additional charge will be handled directly by revenue service officers.
Officials taking on extra responsibilities will be granted full financial powers to ensure that salaries, development schemes and administrative expenditures continue without interruption.
The directive also states that returning officers will be assigned to circles at district and sub-divisional headquarters, while efforts will be made to balance workload by allocating additional charge within nearby areas.
Deputy chief minister Vijay Kumar Sinha, who also holds the revenue and land reforms portfolio, said the government would not tolerate disruption of public services.
He said administrative work would continue uninterrupted from April 1, adding that officers absent from duty would be replaced and that “pressure tactics” affecting public services would not be accepted.
