Patna: The General Administration Department on March 30 issued a series of notifications assigning temporary executive charges to several officers of the Bihar Administrative Service (BAS), effectively granting them the benefits of promotion across multiple senior ranks.
The orders, issued under the authority of the Governor, cover appointments at the levels of Special Secretary, Additional Secretary, Joint Secretary, Deputy Secretary and Additional Collector, in a move aimed at strengthening administrative functioning across the state.

Nine officers currently serving as Additional Secretaries have been given temporary charge at the level of Special Secretary. Among them are Mrinayak Das (West Champaran), Manoranjan Kumar (East Champaran), Vikas Kumar (Siwan), Dr Gagan (Patna), Janardan Kumar (Patna), Shahid Parvez (Samastipur) and Anita Singh (Bhojpur).
In a similar development, eleven officers of Joint Secretary rank have been upgraded to serve as Additional Secretaries. These include Poonam Kumari (Nawada), Md Umair (Rohtas), Sudhanshu Shekhar (Sheohar), Vinay Kumar Sah (Munger), Kundan Kumar (Nalanda) and Sanjay Kumar Sinha (Nawada).

The reshuffle also assigns thirteen officers holding the rank of Additional Collector to function as Joint Secretaries on a temporary basis. The list includes Jaya Lakshmi Shivam (Patna), Brinda Lal and Subhash Kumar (Siwan), Tej Narayan Rai and Lakhindra Paswan (Vaishali), Dinesh Ram (West Champaran), Md Shafiq and Md Zafar Alam.
At the district administration level, Jai Prakash Narayan (Uttar Pradesh) and Anil Kumar Raman (Madhubani) have been promoted from Deputy Secretary to Additional Collector (Pay Level-12).

Additionally, four Bihar Administrative Service officers — Mukesh Kumar “Mukul”, Birendra Kumar, Shivshankar Paswan and Neelam Kumari — have been assigned the temporary charge of Deputy Secretary (Pay Level-11).
