Patna: Bihar has secured a place in the “High Performers” category under the LEADS (Logistics Ease Across Different States) 2025 framework released by the Department for Promotion of Industry and Internal Trade under the Union Ministry of Commerce and Industry.
The achievement marks a notable rise for Bihar, which had earlier been categorised as a “Fast Mover” under the national logistics assessment framework.
Officials said the recognition reflects the state government’s efforts to strengthen:
- multimodal connectivity
- industrial infrastructure
- logistics planning
- investor facilitation
- ease of doing business
Bihar Credits Push In Connectivity And Industrial Planning
According to the state government, Bihar has focused on data-driven planning under the PM GatiShakti National Master Plan while accelerating industrial growth and logistics infrastructure development.
Officials said these initiatives had contributed to Bihar emerging as a growing investment and logistics destination.
The transition from “Fast Mover” to “High Performers” was described by the government as evidence of:
- stronger inter-departmental coordination
- improved execution capability
- long-term industrial planning
- infrastructure reforms

Industries Minister Shreyasi Singh Welcomes Recognition
Bihar Industries Minister Shreyasi Singh said the state government was continuously working to position Bihar among the country’s leading industrial destinations.
She stated that the recognition reflected Bihar’s:
- growing industrial potential
- progressive policy framework
- administrative commitment
- investment-focused reforms
The Minister added that the government remained focused on strengthening logistics networks and creating a more business-friendly ecosystem.
Officials Highlight Investor Facilitation Measures
Kundan Kumar, who also serves as Managing Director of BIADA and IDA, described Bihar’s inclusion in the “High Performers” category as a matter of pride for the state.
He said the Industries Department had consistently worked towards improving:
- industrial connectivity
- logistics infrastructure
- investor facilitation
- Ease of Doing Business reforms
Officials stated that the impact of these measures was now receiving recognition at the national level.
The Bihar government said it would continue focusing on industrial growth, logistics expansion and investment promotion as part of its broader goal of building a “Viksit Bihar”.
