Patna: The Bihar Raj Bhavan has launched a comprehensive monitoring mechanism to ensure that state universities uniformly implement key higher education reforms, including a common academic calendar, the four-year Choice Based Credit System (CBCS) undergraduate programme, revised postgraduate curricula and a standardised fee structure.
The initiative has been undertaken on the directions of Governor-cum-Chancellor Lieutenant General (Retd)Â Syed Ata Hasnain, with the aim of ensuring that students complete their courses, examinations and degree programmes on schedule.
Nodal Officers Appointed In Every University
The Governor’s Secretariat has appointed a nodal officer for each state university to monitor the implementation of the reforms.
These officers will oversee compliance with the uniform academic calendar, the four-year CBCS undergraduate programme, the revised syllabus for 43 postgraduate subjects, and the uniform fee structure. They will also monitor academic activities, research and innovation within their respective universities.
To strengthen oversight, the Governor’s Secretariat has also established a dedicated monitoring cell.
Uniform PG Rules Introduced
As part of the implementation of the National Education Policy (NEP), the Uniform Ordinance and Regulations, 2026 have come into force for all two-year postgraduate programmes across Bihar’s state universities.
The regulations standardise admissions, curriculum, examinations and fee structures across institutions.
Under the new framework, students completing a four-year undergraduate degree will be eligible for a one-year postgraduate programme, while those graduating from a three-year undergraduate course will continue to pursue a two-year postgraduate degree.
Uniform Fees Across Universities
The Governor’s Secretariat has also introduced a common fee structure for postgraduate programmes across the state.
For the one-year postgraduate programme, students will pay:
- Rs 4,600 in the first semester
- Rs 3,500 in the second semester
The total course fee has been fixed at Rs 8,100.
For the two-year postgraduate programme, the fees have been fixed as:
- Rs 4,600 for the first semester
- Rs 3,500 each for the second, third and fourth semesters
The total fee for the programme is Rs 15,100.
Students enrolled in practical subjects will pay an additional Rs 1,000 per semester as practical fees, while courses involving fieldwork or research projects will attract an additional lump-sum fee of Rs 2,000.
Each semester will also include an admission fee of Rs 500 and a tuition fee of Rs 600.
Focus On NAAC Accreditation
The Governor’s Secretariat is also preparing an action plan to improve the quality of higher education by securing NAAC accreditation for higher educational institutions across Bihar.
Officials said the plan has been designed in line with University Grants Commission (UGC) standards and aims to raise the quality of higher education to national and global benchmarks.
Emphasis On Flexible Learning And Faculty Development
The four-year CBCS undergraduate programme offers students greater flexibility in selecting major and minor subjects, skill-development courses and vocational education in line with the National Education Policy.
The action plan also makes faculty development programmes mandatory. Every college and university will be required to organise at least one such programme each year to strengthen teaching quality and promote continuous professional development among faculty members.
Officials said the reforms are intended to create a more uniform, transparent and student-centric higher education system across Bihar.
