From Muzaffarpur to Britain’s Cabinet: Bihar-Born Kanishka Narayan Scripts History

The Oxford-educated politician of Indian origin has been appointed the UK's Cabinet Minister for Artificial Intelligence and Online Safety.

Muzaffarpur: Born in the heart of Bihar and educated in one of the world’s most prestigious academic institutions, Kanishka Narayan has scripted an extraordinary political journey that has taken him from the streets of Muzaffarpur to the highest levels of the British government.

In a landmark achievement, Narayan has been appointed as the United Kingdom’s Cabinet Minister for Artificial Intelligence and Online Safety, marking one of the fastest political rises by a politician of Indian origin in Britain. He took the oath of office this week after receiving the approval of Prime Minister Andy Burnham, just two years after being elected to the UK Parliament for the first time.

His appointment is not merely a personal milestone—it is a testament to the growing influence of the Indian diaspora in shaping global politics and public policy.

A Journey That Began in Muzaffarpur

Kanishka Narayan was born in November 1989 in Muzaffarpur, Bihar. He completed his early education at Prabhat Tara School before moving to Wales with his parents at the age of 12, as the family sought better educational and professional opportunities.

Despite settling abroad, his roots have remained firmly connected to Bihar. His family continues to maintain ties with their ancestral home in Damuchak, Muzaffarpur, while his ancestral village is Goraul in Vaishali district.

His grandfather, Krishna Kumar, served as the Chairman of the Muzaffarpur District Board, reflecting a family legacy of public service.

Scholarship to Eton, Education at Oxford

Known for his academic excellence from an early age, Narayan earned a scholarship to the prestigious Eton College, one of Britain’s most renowned educational institutions.

He later studied Politics, Philosophy and Economics (PPE) at the University of Oxford, a degree that has shaped several British Prime Ministers and world leaders.

The academic foundation helped prepare him for a career in public policy and governance.

From Civil Servant to Cabinet Minister

Narayan began his professional career in the British Civil Service, serving as an adviser in the Cabinet Office. During this period, he worked extensively on issues related to the environment, food policy and rural development.

Driven by a desire to serve the public through elected office, he later joined the Labour Party.

In 2024, he made history by becoming the first Member of Parliament of Indian origin elected from Wales.

His rise within the party was swift. In 2025, he was appointed a minister of state, and now, within just two years of entering Parliament, he has secured a seat in the British Cabinet as Minister for Artificial Intelligence and Online Safety.

The appointment places him at the forefront of one of the world’s fastest-evolving policy areas, where governments are grappling with AI regulation, digital governance and online safety.

Bihar Remains Close to His Heart

Earlier this year, Narayan returned to India as part of the UK’s delegation to the AI Impact Summit 2026 in New Delhi.

Following the summit, he travelled to Muzaffarpur, where he interacted with students at SKJ Law College. During the visit, he praised Bihar’s emerging talent and expressed confidence that the state’s youth could play a significant role in India’s technological and economic transformation.

His visit reinforced the emotional bond he continues to share with his birthplace despite building his career overseas.

A Symbol of a Changing World

Kanishka Narayan’s rise reflects a broader global trend in which people of Indian origin are increasingly occupying influential positions in politics, policymaking and governance across the world.

His journey—from a schoolboy in Muzaffarpur to a scholarship student at Eton, an Oxford graduate, a British civil servant, Member of Parliament and now a Cabinet minister—illustrates how talent, opportunity and public service can transcend geographical boundaries.

For Bihar, his achievement serves as a source of pride and inspiration. For India, it is another example of the growing global influence of its diaspora.

As the United Kingdom navigates the opportunities and challenges of artificial intelligence, Kanishka Narayan’s leadership in the AI and Online Safety portfolio could also create new opportunities for collaboration between India and the UK in emerging technologies, digital governance and innovation.

His appointment is more than a political promotion—it is the story of a young boy from Muzaffarpur who carried his roots with him while rising to one of the highest offices in one of the world’s oldest democracies.
