Patna: Bihar Chief Minister Samrat Choudhary has been ranked the 14th wealthiest Chief Minister in India, according to a report released by the Association for Democratic Reforms (ADR). The report, based on election affidavits, states that Choudhary has declared assets worth Rs 11.34 crore.
The report also places him as the sixth richest Chief Minister among BJP-ruled states.
Assets Nearly Seven Times Those Of Yogi Adityanath
According to ADR, Choudhary’s declared assets of Rs 11.34 crore are significantly higher than those of Uttar Pradesh Chief Minister Yogi Adityanath, who has declared assets worth Rs 1.54 crore.
However, Choudhary trails several other Chief Ministers in terms of wealth. Karnataka Chief Minister D.K. Shivakumar tops the national list with declared assets of Rs 1,413 crore, while Jharkhand Chief Minister Hemant Soren has declared assets worth Rs 25.33 crore.
Among BJP Chief Ministers, Arunachal Pradesh Chief Minister Pema Khandu ranks first with declared assets of Rs 332.56 crore.
Declared Assets Increased Since Previous Disclosure
The ADR report states that Samrat Choudhary has declared total assets of Rs 11,32,82,854.
According to his earlier asset declaration dated December 31, 2025, his total assets stood at Rs 6.38 crore, comprising Rs 1.18 crore in movable assets and Rs 5.20 crore in immovable assets.
The latest declaration reflects a substantial increase in his reported wealth.
No Outstanding Liabilities
The report notes that the 56-year-old Chief Minister has no outstanding liabilities.
It also states that he holds a doctorate and has declared an annual income of approximately Rs 17.91 lakh.
According to the affidavit cited by ADR, Choudhary and his wife each own jewellery valued at Rs 20 lakh.
His declared assets also include:
- An NP-bore rifle valued at Rs 4 lakh
- A revolver worth Rs 2 lakh
- Rs 17.44 lakh deposited across four bank accounts
- His wife holding Rs 6.41 lakh across five bank accounts
- Investments worth Rs 51.68 lakh in bonds, debentures and insurance schemes
- A Bolero vehicle valued at Rs 7 lakh
- Real estate valued at approximately Rs 4.91 crore
Two Criminal Cases Mentioned
ADR’s analysis states that two criminal cases are pending against Samrat Choudhary.
According to the report, one case was registered at Kotwali Police Station in Patna and another at Tarapur Police Station in Munger district. The cases include allegations under various provisions of the Indian Penal Code, including voluntarily causing hurt, disobedience of a public servant’s order, undue influence in elections, obstruction of public servants, rioting and unlawful assembly.
The report does not comment on the merits of the cases.
National Picture
ADR’s analysis found that 45% of India’s Chief Ministers (14 out of 31) have declared criminal cases against them, while 35% (11 Chief Ministers) face serious criminal charges.
The report says the average declared assets of Chief Ministers across the country stand at Rs 118.07 crore.
Nationally, D.K. Shivakumar tops the list of wealthiest Chief Ministers, followed by N. Chandrababu Naidu, C. Joseph Vijay, and Pema Khandu.
At the other end of the spectrum, Jammu and Kashmir Chief Minister Omar Abdullah has declared the lowest assets, with Rs 55.24 lakh in movable assets and no immovable property, according to the ADR report.
