Bihar Sees Decline In Murder, Dacoity And Riot Cases As Police Strength Crosses 1.21 Lakh

Bihar Police reported a 10.1% fall in murder cases and a 31.32% decline in dacoity cases, while the state said Left Wing Extremism has been eliminated.

Patna: Bihar has recorded a decline in murder, dacoity and rioting cases compared with the previous year, with the state government attributing the improvement to faster police response and more effective policing.

Home Department Secretary Pranav Kumar said murder cases had declined by 10.1%, dacoity cases by 31.32% and rioting cases by 18.97%.

He was speaking at a Home Department press conference in Patna on August 14, attended by Director General of Police Vinay Kumar and senior police officials.

Naxal-Affected Districts Reduced To Zero

Kumar said Left Wing Extremism (LWE) had been eliminated from Bihar, with no Naxal-related violence reported in the state in the past couple of years.

The number of LWE-affected districts has fallen from 22 in 2013 to zero, he said.

Kumar added that the remaining two or three Naxals in the Bhimbandh area of Munger district surrendered this year following anti-Naxal operations.

The Centre has identified Aurangabad, Gaya, Jamui and Lakhisarai as Legacy and Thrust districts following the decline in Naxal violence, Kumar said.

More Than 50,000 Police Appointments

DGP Vinay Kumar said more than 50,000 appointments had been made in the Bihar Police over the past one and a half years.

More than 22,000 constables recently joined the force after completing their training, while another 19,800 constables have joined and are scheduled to begin training on August 17.

The police force currently has a strength of around 1.21 lakh personnel, Kumar said.

The recruitment process for 26,574 additional constables is at various stages. The written examination has been completed and physical proficiency tests are underway. The appointments are expected to be completed within one to two months.

Kumar said the new appointments represented about 40% of the police force’s current strength. New buildings for 600 police stations have also been constructed.

The state government has sanctioned Rs 172 crore for the construction and related facilities for Dial 112, the Emergency Response Support System, at Rajiv Nagar in Patna.

Police Record More Than Two Lakh Arrests

The DGP said Bihar Police had made more than two lakh arrests by June this year, compared with 3.85 lakh arrests during 2025.

He said the number of arrests could increase by 15-20% by the end of 2026.

Kumar said the police were also focusing on reducing the pendency of cases. Around 4,000 to 5,000 additional cases are currently being disposed of, while about 3.75 lakh cases remain pending.

He said faster disposal would provide relief to both victims and accused persons.

“Except sporadic incidents of crime, there has been a comparative improvement in law and order and crime control,” Kumar said, adding that the police would focus on faster responses and early investigation of cases.

Forensic Use Increases

The DGP said the use of forensic services had increased significantly in recent years.

He said forensic science laboratory services were used in around 1,000 cases two decades ago, compared with about 20,000 cases now.

Kumar also said murder cases, which stood at around 6,000 in 1995-96, had fallen to between 2,000 and 2,400 cases in recent years. He expressed hope that the number would decline further in 2026.

Cybercrime Remains A Challenge

Kumar said the growing frequency of cybercrime and digital fraud remained a major challenge for the Bihar Police.

A cyber police station headed by a deputy superintendent of police-rank officer is operational in every district, he said. Around 90% of these officers have educational backgrounds in IT, computer science, electronics or related fields, according to the DGP.

A separate cyber unit has been operational since 2023, while a dedicated building for the cybercrime wing is planned on Mangles Road in Patna.

Kumar said Bihar had registered around 7,000 FIRs related to cybercrime, which he described as the highest number among states. He added that 16% of the money involved in such cases had been recovered and returned, which he said was also the highest rate in the country.

Bihar Police Receives President’s Colour

The Bihar Police has been awarded the President’s Colour, the DGP said.

The honour is the highest national recognition awarded to a police organisation for exceptional service, professionalism and maintenance of law and order, he said.

Eighteen Bihar Police personnel will also receive gallantry, meritorious service or distinguished service medals from the President on Independence Day.

Seven police personnel will additionally receive Rs 51,000 each from the state government on the occasion, the DGP said.
