Patna: The Department of Information Technology, Government of Bihar, has signed a Memorandum of Understanding (MoU) with ConveGenius.AI to strengthen artificial intelligence capabilities in the state and create new employment opportunities in high-skill technology sectors.
The MoU was signed on August 21, 2026, in the presence of Information Technology Minister Nitish Mishra. It is aimed at developing Bihar as an AI-enabled state through investments in AI infrastructure, products, services, technology solutions and skill development.
100+ direct jobs expected
Speaking on the occasion, Nitish Mishra said the collaboration would accelerate AI innovation, skill development and technology deployment in Bihar.
According to the government, the initiative is expected to create more than 100 direct employment opportunities, while also developing high-skill technical capabilities among local youth.
Mishra said the initiative aligns with Chief Minister Samrat Choudhary’s vision of making Bihar more technologically empowered, innovation-driven and future-ready.
₹100 crore-plus investment proposed
ConveGenius.AI has proposed an anchor investment of more than 100 crore in Bihar, with the proposed investment focused on platform infrastructure, technical operations and programme delivery.
The company also plans to work on AI products and solutions that could be developed in Bihar and subsequently deployed in other parts of the country.
Bihar Ontology to connect government schemes and services
One of the key components of the partnership will be the development of B-ONT (Bihar Ontology).
According to the government, B-ONT will function as an ontological knowledge graph integrating various government schemes and services in Bihar.
The unified knowledge graph is intended to strengthen the state’s technology framework and enable AI agents to help citizens access information about government schemes and services more effectively.
AI skilling to reach institutions and industries
The MoU also provides for contextual AI-enabled skilling programmes in educational and professional institutions across Bihar.
The initiative will focus on equipping young people with skills relevant to emerging AI-related employment opportunities.
The skilling programme is also expected to extend to Bihar’s existing industrial ecosystem, enabling workers, technicians and enterprises to acquire skills needed for AI adoption.
The government said the approach aims to support both industry transformation and workforce upskilling.
ConveGenius.AI to support AI infrastructure and solutions
Nitish Mishra said ConveGenius.AI is an AI-native technology company working on AI infrastructure and AI-based solutions.
The company has a team of more than 500 professionals working across technology, academic design, impact assessment and change management, according to the statement.
It has also developed AI applications and intelligent agents for government and enterprise users across platforms including WhatsApp, IVR, web and Android, with applications in areas such as citizen services, education, welfare and skill development.
Focus on safe and responsible AI
The AI systems, data platforms and operational processes developed under the MoU will be implemented in accordance with prevailing national and state-level policies and regulatory frameworks.
The government said this would support the creation of a safe, responsible and citizen-centric AI ecosystem in Bihar.

The MoU was signed by Shahnawaz Ahmad Niyazi, Deputy Secretary, on behalf of the Department of Information Technology, Government of Bihar, and Jayraj Bhattacharya, CEO, on behalf of ConveGenius.AI.
The state government said the agreement forms part of its broader efforts to use AI and emerging technologies to drive digital transformation, innovation, employment and technology-led growth in Bihar.
