Patna: A high-level Group of Ministers (GoM) constituted to deliberate on the draft Bihar Building Bye-laws 2026 held a meeting on Monday under the chairmanship of Deputy Chief Minister Vijay Kumar Chaudhary.
The meeting, held at the Irrigation Department office, focused on various provisions of the proposed bye-laws and measures to make building construction-related regulatory processes simpler, more transparent, accessible and citizen-friendly.
Draft Bye-Laws Reviewed
Urban Development and Housing Department Principal Secretary Vinay Kumar made a detailed presentation on the draft Bihar Building Bye-laws 2026 and its proposed provisions.
The Group of Ministers discussed various aspects of the draft, including measures to simplify building construction procedures and make the regulatory framework more effective for citizens.
The proposed bye-laws are intended to improve the ease of doing business and ease of living by reducing unnecessary rules and procedures related to building construction permissions.
Focus On Building Plan Validity
Deputy Chief Minister Vijay Kumar Chaudhary said the proposed amendments concerning the validity of building plans would benefit the public.
He said suggestions and recommendations received during the process would help make the Bihar Building Bye-laws 2026 more effective, simple and citizen-friendly.
‘Ease Of Doing Business And Ease Of Living’
Urban Development and Housing Minister Nitish Mishra said the primary objective of the proposed bye-laws was to enhance ease of doing business and ease of living.
“The primary objective of the Bihar Building Bye-laws-2026 is to enhance the ‘Ease of Doing Business’ and ‘Ease of Living’. It also aims to simplify building construction processes and provide better facilities to the people.”
Mishra said unnecessary rules and procedures would be reduced and building construction permission processes would be made simpler, transparent and effective.
He said the draft also seeks to make the building regulatory framework contemporary and citizen-centric while streamlining construction-related processes.
Ministers Attend Meeting
The meeting was attended by Information and Public Relations and Rural Development Minister Shravan Kumar, Cooperative Minister Ram Kripal Yadav, Urban Development and Housing Minister Nitish Mishra and Public Health Engineering Department Minister Sanjay Kumar Singh.
Senior officials of the Urban Development and Housing Department and other concerned departments were also present.
The draft remains under consideration, with the Group of Ministers discussing its provisions and recommendations before the proposed bye-laws are finalised.
