Nawada/Patna : The Bihar Cabinet has approved the establishment of a new sugar mill at Warisaliganj in Nawada, clearing the way for a major sugar industry project in the region.
The decision was taken at the Cabinet meeting held on September 23, 2026. Chief Minister Samrat Chaudhary also announced the approval through social media.
According to the Chief Minister’s announcement, the project is expected to bring an investment of more than Rs 500 crore to the region.
Four Districts to Benefit
The proposed sugar mill is expected to benefit sugarcane farmers across Nawada, Nalanda, Sheikhpura and Jamui.
According to the announcement, thousands of farmers in these districts could benefit from having a nearby market and processing facility for their sugarcane produce.
The project is also expected to create direct and indirect employment opportunities in the region once the facility becomes operational.
Land Identified for the Project
Preparations for the proposed sugar mill have been underway for several months.
On April 1, 2026, senior officials of the Bihar Sugarcane Industries Department and local administration inspected land identified at Makanpur in Warisaliganj for the project.
More than 100 acres of land had been identified for the proposed facility. The inspection focused on the availability, status and suitability of the land for the project.
The district administration subsequently prepared the required documents and forwarded the proposal to the Sugarcane Industries Department.
Around 102 Acres Identified at Makanpur
According to the project-related administrative proposal, around 102 acres and 7 decimals of land have been identified at Makanpur.
The identified land includes government land as well as around 12 acres of private raiyati land.
The land details were prepared on the basis of a report from the local revenue authorities and submitted along with maps and relevant documents.
Earlier Efforts to Revive Sugar Industry
The Warisaliganj sugar mill project has been the subject of administrative and political efforts for some time.
Nawada MP Vivek Thakur had raised the issue at the central level and sought steps towards restarting the sugar mill. He had also proposed involving Indian Potash Limited (IPL) in its operation.
Earlier, the state government had also discussed the establishment and revival of sugar mills in Bihar.
A high-level review chaired by Chief Secretary Pratyaya Amrit also considered the progress of proposed sugar mill projects, with the Sugarcane Industries Department presenting updates on the plans.
History of Warisaliganj Sugar Mill
The Warisaliganj sugar mill has a long history in the region.
The mill was established in 1952 during the tenure of Bihar’s first Chief Minister, Dr Sri Krishna Singh. It was also known as Mohini Sugar Works.
The mill was once an important industrial facility for the region and played a role in supporting sugarcane cultivation among farmers in southern Bihar.
In 1977, the Bihar State Sugar Corporation took over the mill. It subsequently faced financial difficulties, outdated technology and management-related challenges.
The mill eventually shut down in 1993, affecting employees as well as sugarcane farmers dependent on the industry.
Project Expected to Boost Agro-Based Industry
The Cabinet approval has renewed expectations about the revival of sugar-based industrial activity in Warisaliganj.
If implemented, the project could provide farmers in the surrounding districts with a nearby processing facility and market for sugarcane.
The proposed investment could also support ancillary businesses and employment around the sugar mill, although the project’s eventual economic impact will depend on its construction, commissioning and operational performance.
The next stage will involve taking forward the project following the Cabinet’s approval and completing the required administrative and implementation processes.
