
Patna: The Bihar government has taken another significant step towards digitising its administrative processes with the launch of user manuals for four key modules of its Human Resource Management System (HRMS). The manuals were inaugurated by Dr B Rajender, Additional Chief Secretary-cum-Mission Director of the Bihar Prashasnik Sudhar Mission Society, in a formal ceremony attended by senior officials, including Additional Mission Director Dr Pratima.
First introduced in August 2022, the HRMS project is being implemented in phases and aims to modernise employee management for over 6.27 lakh government staff. The system includes all departments across the Secretariat, regional offices, divisions, and districts, maintaining employee records such as pay, leave, pension, and promotions through a fully online and paperless platform.
With the second phase now underway, ten additional modules have been rolled out, including Employee Self-Service, E-Service Book, and Leave Management. The newly launched user manuals provide clear guidance on these modules, including Regular Employee Registration. The documents are intended to facilitate smoother onboarding and usage, and are available for download on the HRMS portal.
Designed in simple, accessible language, the manuals are part of a broader effort to ensure government staff can easily navigate the digital system. Training sessions are also being conducted to support departments in the transition.
Officials said the digital access to complete service records will not only improve transparency and responsiveness in administrative decisions but is also expected to significantly reduce service-related grievances among government employees.
