The national seminar ‘Bihar Leads The Rising East’, to be held at CIMP in Patna on June 10, will bring together scholars, policymakers and industry leaders to explore how governance, innovation and inclusive policies can drive Bihar’s development as a model for Eastern India.

Patna: Bihar’s emerging role in shaping the future of Eastern India will be in the spotlight on Tuesday, when scholars, policymakers, and industry leaders gather for a one-day national seminar in Patna aimed at steering public discourse away from personalities and towards governance, service delivery, and sustainable development.

Titled “Bihar Leads the Rising East”, the seminar is being organised by Rambhau Mhalgi Prabodhini (RMP), in collaboration with Chandragupt Institute of Management Patna (CIMP), SGT University, and the Public Policy Research Centre (PPRC). It will be held at the CIMP campus, with proceedings beginning at 9:30 am.

At a time when Bihar stands at a critical juncture in its development journey, the event aims to foster dialogue on the state’s challenges and opportunities. While Bihar continues to grapple with deep-rooted socio-economic issues, it remains a hotbed of political awareness. However, as organisers point out, too often public discussions centre around personalities rather than the substance of governance and public policy.

“We want to move the conversation forward — towards how good governance, innovative policy, and effective service delivery can shape the future of Bihar and the wider eastern region,” an organiser said.

The seminar comes at a moment when Bihar’s development is attracting national attention. Once synonymous with underdevelopment, the state has made notable strides in sectors such as infrastructure, education and healthcare, even as persistent challenges remain.

The day-long forum will feature thematic sessions on economic development, youth empowerment, rural transformation and governance innovation. Experts from across sectors will present insights and actionable strategies to drive Bihar’s advancement, with particular emphasis on aligning policy frameworks with grassroots implementation.

“We will discuss how Bihar can set an example of inclusive growth, making sure that progress reaches every corner of the state,” a speaker said.

A stellar line-up of national figures is expected to attend, including two Deputy Chief Ministers of Bihar — Samrat Choudhary and Vijay Kumar Sinha — as well as Arif Mohammad Khan, the Governor of Bihar. The list of participants also includes Harivansh Narayan Singh, Deputy Chairman of the Rajya Sabha; Union Law and Justice Minister Arjun Ram Meghwal; BVR Subrahmanyam, CEO of NITI Aayog; and Nitish Mishra, Bihar’s Industry Minister.

Leading academics and policy thinkers will also feature prominently. Among them are Dr Vinay Sahasrabuddhe, Vice Chairman of RMP; Prof Hemant Verma, Vice Chancellor of SGT University; Prof Guru Prakash Paswan of Patna University; and Dr Rana Singh, Director of CIMP.

The seminar’s wider goal is not only to stimulate informed discussion but also to generate practical recommendations for policymakers and stakeholders.

“In a state where politics often dominates the public space, this is an opportunity to bring focus back to what really matters — building a Bihar that leads the rising East,” one participant said.

The organisers hope the forum will become a recurring platform to track Bihar’s development journey and share best practices that can inspire similar efforts across eastern India.
