Bihar’s Public Administration Revolution: AI and Simulation Labs Unveiled
Gaya: The Bihar Institute of Public Administration and Rural Development (BIPARD) is set to transform the landscape of governance training with the launch of three state-of-the-art labs that integrate cutting-edge technologies and emotional intelligence (EQ)-driven learning. These labs are part of the “Deep Knowledge and Intelligence Corridor” on the BIPARD campus, designed to enhance the approach to policy-making and administration in the state.
The initiative, which aims to modernize how governance is taught and implemented in Bihar, includes the following labs:
1. Bihar Next-Gen Lab: This facility will utilize indigenous artificial intelligence (AI) technologies to train administrators in data security, predictive analysis, policy formulation, and governance optimization. The lab will offer government officers and trainees powerful analytical tools to support better decision-making and secure data management.
2. Niti Shala: Featuring advanced simulation technologies, this lab will provide an immersive learning environment where trainees can interact with real-world governance scenarios. With a focus on local case studies and challenges specific to Bihar, Niti Shala will blend theoretical knowledge with practical application, enhancing understanding through short films and emotional context-driven learning.
3. Viksit Chintan Kaksh: A collaborative space designed for state officers to discuss and deliberate key policy decisions, Viksit Chintan Kaksh will be equipped with state-of-the-art communication and data-sharing facilities. This lab will serve as a hub for policy strategizing, fostering consensus-building on reforms crucial to the state’s development.
Together, these labs form the backbone of BIPARD’s Deep Knowledge and Intelligence Corridor, providing government officials with innovative tools to lead governance reforms. The initiative is expected to place BIPARD at the forefront of governance training in India, seamlessly blending technology and real-world governance challenges.
BVR Subrahmanyam, CEO of NITI Aayog, praised BIPARD’s visionary approach, noting that the integration of AI-driven decision support systems and emotional intelligence into the training curriculum sets a new benchmark for governance in India.

Officer trainees will benefit from a rigorous program that combines advanced AI technology with a deep understanding of the socio-emotional dynamics of Bihar’s population,” Subrahmanyam said. “This AI-powered decision support system will help move Bihar’s Aspirational Blocks and Districts toward becoming Inspirational Districts and Blocks in the near future, driving improved governance and service delivery.”
He emphasized that in a world advancing rapidly, smart governance is no longer optional but a necessity. “Citizens today demand quick decisions and agile reforms that keep pace with modern challenges. Embracing new-age technologies is imperative to driving responsive and forward-thinking governance,” Subrahmanyam added.
Bihar has become the first state in India to implement such a comprehensive AI-driven system for governance training, positioning its officers at the cutting edge of modern public administration. With these transformative labs, BIPARD is set to shape the future of governance, ensuring that Bihar’s public service remains adaptive, responsive, and innovative.
