Engineers Accuse Bhagalpur DM of Misconduct and Intimidation, Legal Notice Sent

Bhagalpur’s District Magistrate Nawal Kishor Choudhary faces serious allegations of harassment and abuse of power after engineers accused him of misconduct, prompting a formal legal notice.

Bhagalpur: The Bihar Engineering Service Association (BESA) has sent a legal notice to Bhagalpur District Magistrate Nawal Kishor Choudhary, accusing him of serious misconduct, harassment, and abuse of authority. The union alleges that the DM behaved inappropriately with Executive Engineer Brijnandan Kumar, detained him unlawfully, and threatened him during the discharge of official duties.

According to BESA General Secretary Rakesh Kumar, the incident occurred during an official inspection, after which the engineer was taken to a local police station without cause and held for 4 to 5 hours. The union claims the detention and behaviour of the DM caused severe mental distress to Kumar, who was later hospitalised for treatment.

In a written statement to the association, Kumar expressed fear that the DM may continue to target him once he returns to work. “Such incidents directly impact the morale of engineers across Bihar,” said Rakesh Kumar, adding that the union receives frequent complaints of administrative misbehaviour from various districts.

BESA has urged the state government to intervene and ensure a safe and respectful working environment for its officers. “Developmental work cannot continue efficiently if engineers are subjected to such intimidation,” the statement said.
