Patna : Fourteen universities in Bihar are set to get dedicated cells to monitor PhD admissions and research work, with the move aimed at ensuring compliance with the state’s new PhD regulations.
The initiative follows directions from the Governor’s Secretariat, which has sought suggestions from vice-chancellors before preparing detailed guidelines for the monitoring mechanism. The official Lok Bhavan website lists an order dated October 2 on strict compliance with directions for PhD admissions.
The universities have been directed to follow the PhD Ordinance and Regulations, 2026 for admissions and related procedures. The move comes amid concerns over irregularities and delays in PhD admission processes at some universities.
14 Universities To Come Under Monitoring
The proposed monitoring mechanism will cover:
- Magadh University
- Patna University
- Patliputra University
- Maulana Mazharul Haque Arabic and Persian University
- Veer Kunwar Singh University
- Jai Prakash University
- Aryabhatta Knowledge University
- Babasaheb Bhimrao Ambedkar Bihar University
- Lalit Narayan Mithila University
- Kameshwar Singh Darbhanga Sanskrit University
- Purnea University
- Munger University
- Bhupendra Narayan Mandal University
- Tilka Manjhi Bhagalpur University
The Governor’s Secretariat has sought suggestions from the vice-chancellors of these universities. The inputs will be used to frame the guidelines for monitoring PhD admissions and research progress.
NET Qualification Linked To Same-Year PhD Cycle
The new directions also clarify how NET qualification will determine eligibility for PhD admissions.
Under the revised arrangement, a candidate will be considered eligible for the PhD admission cycle of the same year in which they qualify NET. For example, a candidate qualifying NET in 2024 would be considered for the 2024 PhD admission cycle, subject to the applicable regulations.
The NET qualification criteria and its weightage in the admission process will continue to be determined according to the PhD Regulations, 2026.
Pending PhD Admissions To Be Regularised
Universities have also been directed to complete pending PhD admission processes for 2024, 2025 and 2026 and issue the required notifications.
The directions are intended to clear the backlog and bring PhD admissions back into a regular, time-bound process.
The broader PhD framework also places limits on admissions based on available vacant seats and requires universities to consider the availability of research supervisors, research facilities and other prescribed standards before admitting scholars.
The proposed monitoring cells are expected to help universities follow these requirements while tracking the progress of PhD admissions and research work.
