Patna: In a strong reaction to the Union Budget 2025, Bihar’s Industry and Tourism Minister Nitish Mishra has hailed the budget as a significant step towards the welfare of farmers, women, youth, and the middle class, with a clear focus on fostering a developed India.
Mishra described the budget as a reflection of inclusive development, underlining its emphasis on uplifting every section of society. He remarked that the provisions in this year’s budget are poised to set the foundation for a prosperous and progressive India. The minister referred to the budget’s theme— “Vikas Bhi, Virasat Bhi” (Development and Heritage)—as a guiding principle for the government’s decisions in critical sectors such as startups, innovation, and skill development, particularly benefiting the nation’s youth.
A Vision for Bihar’s Growth
The budget has special provisions aimed at accelerating growth in Bihar. Mishra specifically pointed to the announcement of the establishment of a Makhana Board, which he believes will bring global recognition to the state’s farmers. The Makhana Board will focus on the production, marketing, and processing of the crop, giving a significant boost to the agricultural economy of Bihar. Makhana, grown primarily in Bihar, is known for its cultural significance and is a vital source of livelihood for many farmers in the state.
The minister also expressed his optimism over the provisions made for Bihar’s infrastructure. The expansion of Patna Airport and the construction of a new Greenfield Airport are expected to enhance connectivity, promote trade, and boost tourism in the region. Mishra emphasized that such infrastructural developments will serve as a catalyst for Bihar’s economic growth.
Promoting Education and Entrepreneurship
Further highlighting the budget’s impact on Bihar, Mishra pointed to the expansion of IIT Patna and the establishment of the National Institute of Food Technology, Entrepreneurship, and Management (NIFTEM) in the state. These initiatives will foster higher education, skill development, and entrepreneurship, providing youth with the tools to excel in today’s competitive global economy.
Additionally, the allocation of financial assistance for the Western Kosi Canal Project, aimed at improving irrigation for over 50,000 hectares of farmland, is another major boost for agriculture in Bihar. With the provision of better irrigation facilities, farmers in the Mithilanchal region will be able to cultivate their land more efficiently, contributing to an increase in agricultural productivity.
Focus on Tourism and Heritage Conservation
Mishra also acknowledged the special focus on tourism and heritage conservation in Bihar, particularly initiatives to develop tourist spots associated with Lord Buddha. The government’s commitment to strengthening cultural heritage will not only preserve Bihar’s rich historical legacy but will also create opportunities for economic growth through tourism, benefiting local communities and businesses.
Support for MSMEs and Traditional Industries
The budget’s provisions for Micro, Small, and Medium Enterprises (MSMEs), as well as the leather and textile sectors, were also applauded by Mishra. These sectors, crucial to Bihar’s industrial landscape, stand to benefit from increased support, helping to drive progress in manufacturing and create new employment opportunities.

Confident in the budget’s potential to boost Bihar’s industrial and tourism sectors, Nitish Mishra expressed his gratitude to Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman. He described the Union Budget 2025 as a “public welfare budget” that addresses the needs of all sections of society while laying the groundwork for a brighter, more prosperous future for Bihar.
