Patna : In a remarkable achievement for public health and sanitation, Bihar has become open defecation-free after a decade-long push under the Lohia Swachh Bihar Abhiyan. The initiative, led by the Rural Development Department, has seen the construction of over 1.46 crore individual toilets across the state since 2014.
This success story is largely attributed to the leadership of Chief Minister Nitish Kumar and the Saat Nishchay-1 programme, which has worked towards ensuring that every household has access to a toilet. The first phase of the campaign, running from 2014 to 2020, led to the construction of toilets for 122.15 lakh families. To encourage toilet usage, the state offered an incentive of ₹12,000 to households, helping to break barriers of accessibility and ensuring the sustainability of sanitation facilities.
The second phase of the Lohia Swachh Bihar Abhiyan, launched in 2021, has already resulted in 24.70 lakh new toilets. By the end of the current phase, the state is on track to reach its target of constructing toilets for an additional 8 lakh families, ensuring that no one is left behind in the pursuit of cleanliness. The initiative is also integrating the Swachh Bharat Mission (Rural) with the state’s Lohia Swachhta Yojana, a dual approach to guarantee comprehensive rural sanitation.
Beyond toilet construction, Bihar has also revolutionised waste management in rural areas. More than 1 lakh rickshaws are now used for door-to-door garbage collection, reducing waste accumulation and improving sanitation. The government is also constructing community sanitation complexes and cluster toilets to cater to landless families, mobile populations, and temporary residents.
The success of the Lohia Swachh Bihar Abhiyan has not only eliminated open defecation across Bihar but also contributed to broader public health and cleanliness. This initiative is an integral part of the state’s ongoing efforts to enhance the quality of life for rural residents and is set to continue its momentum in the coming years, contributing to the state’s steady rise in cleanliness rankings.
