Bihar Women’s Commission to Inspect Beur Jail Amid Concerns Over Inmate Welfare

Patna: The Bihar State Women’s Commission will conduct an inspection at Beur Central Jail today to assess the conditions, facilities and security arrangements for female inmates. The visit will be led by Commission Chairperson Apsara, who emphasized that any lapses found during the review could be construed as harassment under the lens of women’s rights.

Speaking ahead of the visit, Apsara stated that the Commission would closely examine whether women prisoners are being provided with constitutionally guaranteed facilities and treated with dignity. “Any negligence in this regard will be treated as a serious concern and considered a form of harassment against women,” she said, adding that positive practices would also be acknowledged and encouraged.

The planned inspection comes a day after a surprise visit by the Commission to the Women Helpline and One Stop Center in Bihar. Chairperson Apsara, accompanied by Commission members Rashmi Rekha Sinha and Pinky Kumari, found the facility severely understaffed during the unannounced visit.

Only three personnel – a female constable, a sweeper and a computer operator were present at the time, along with one female visitor. All other staff members, including key officials, were reportedly absent.

Expressing deep dissatisfaction, Apsara confirmed that a formal complaint will be lodged with the Women’s Development Corporation. “Such absenteeism undermines the prompt support required by women in distress. It is both negligent and unacceptable,” she said.
