Patna: The Bihar government has issued fresh directives to tackle the widespread lack of documentation for state-owned land, affecting not just individuals but government departments as well.
Deepak Kumar Singh, Additional Chief Secretary of the Revenue and Land Reforms Department, has instructed divisional commissioners, district magistrates, and department heads to begin the formal process of recording ownership of government land that currently lacks documentation.
In an official letter, Singh emphasised that all government departments must ensure the jamabandi—a record of rights—is established for the land they occupy. Departments without legal documentation for their landholdings have been asked to approach the Circle Officer to initiate land measurement through an official government amin (land surveyor), beginning with the identification of the land under their use.
Once measured, departments must apply online via the government’s land mutation portal, submitting evidence of possession along with a sworn affidavit. The affidavit must confirm that the entire area has been surveyed and is free of encroachment.
