Siwan: Voter Verified Paper Audit Trail (VVPAT) slips were discovered on a roadside in Siwan city on Monday evening, sparking fresh concerns over electoral procedures just days after a similar incident in Samastipur.
The slips were found in the Mouli Bathan neighbourhood, prompting questions about the Election Commission’s oversight. However, District Magistrate and District Election Officer Dr. Aditya Prakash clarified that the slips originated from the commissioning period of the machines and were not connected to actual voting.

“All the slips have been seized for investigation, and an FIR will be filed against the employee responsible for this negligence,” Dr. Prakash said. Senior officials, including Sadar SDM Ashutosh Gupta and City Police Station Officer Vinod Kumar Chaudhary, were present at the site to inspect and collect the slips.
Following the discovery, Dr. Prakash and Superintendent of Police Manoj Kumar Tiwari arrived to investigate and manage a growing crowd. Meanwhile, senior Rashtriya Janata Dal (RJD) leader and Legislative Council member Vinod Jaiswal claimed the incident could indicate attempts at vote manipulation. He has filed a complaint with the District Election Officer and sent a letter to the Election Commission requesting a formal inquiry.
A similar episode occurred last Saturday in Samastipur’s Sarairanjan area, where discarded VVPAT slips were recovered. The Election Commission has yet to comment on both incidents.
