Patna: Bihar’s new government has opened its first cabinet meeting with a significant policy burst, approving 10 major proposals that promise large-scale employment, tech-driven industrialisation and urban modernisation.
Chief Minister Nitish Kumar, chairing the meeting on Tuesday, said the new administration’s priority remains clear: creating jobs, boosting industry and positioning Bihar at the forefront of India’s emerging technology economy. After the meeting, Chief Secretary Pratyaya Amrit detailed the decisions, calling the package a “youth-centric development push”.
One crore jobs target as Bihar eyes a new economic era
According to the government, more than 50 lakh young people secured jobs or employment opportunities between 2020 and 2025 under Saat Nischay-II. The state now aims to double that figure, targeting one crore jobs and employment opportunities in the 2025–2030 period.
To achieve this, Bihar plans to build what officials describe as a New Age Economy, rooted in technology, innovation and global service capabilities. Inputs from Bihar-born entrepreneurs working in cutting-edge sectors will shape upcoming policies, the government said.
The vision includes turning Bihar into a “global back-end hub” and a “global workplace”, with a detailed roadmap to be drafted by senior economists, departmental experts and industry advisors.

A large-scale network of new industries will be developed to support this transformation. Officials say Bihar’s young workforce gives it a critical competitive edge, positioning the state to become one of India’s fastest-growing regional economies.
AI mission, new sugar mills and township plan approved
In a significant move, the government also cleared the Bihar Artificial Intelligence Mission, aimed at establishing the state as a leader in AI-based services, governance and innovation.

Modern township development under a master plan for 11 cities, including satellite townships in Sonepur and Sitamarhi

High-level committees formed for rapid implementation
A high-powered committee headed by the Chief Secretary has been formed to prepare detailed action plans and oversee execution across all sectors — jobs, industries, technology and urban development. The committee will submit its first comprehensive report within six months.
Pratyaya Amrit emphasised that the government’s industrial momentum, built over the past few years, will “now accelerate at double speed”, with the state committed to seeing each initiative through.
