Bihar Cabinet Approves New Land Acquisition Policy With Higher Compensation for Landowners

Samrat government clears 27 proposals, introduces enhanced compensation framework and sanctions over 100 new government posts

Patna: The Bihar Cabinet, chaired by Chief Minister Samrat Chaudhary, approved 27 agenda items on Wednesday, including a new policy governing the acquisition of private land for state and central government projects.

Under the newly approved “Bihar Raiyati Land Purchase Policy-2026”, landowners are set to receive enhanced compensation based on prevailing market rates and circle rates.

New Compensation Formula for Private Land Acquisition

According to the policy:

  • In urban areas, compensation will be provided at twice the market value or circle rate, whichever is higher
  • In rural areas, landowners will receive four times the market value or circle rate, whichever is higher
  • An additional incentive bonus of 10% will also be paid over and above the compensation amount

Officials said the policy has been introduced to facilitate the acquisition of privately owned land required for various infrastructure and development projects undertaken by the Central and Bihar governments.

Stamp Duty and Registration Charges Waived

The Cabinet also approved a proposal exempting land acquired under the new policy from:

  • Stamp duty
  • Registration fees

Authorities said the exemption is intended to simplify the acquisition process and reduce transaction-related costs for government projects.

Cabinet Approves Over 100 New Government Posts

The Cabinet also sanctioned the creation of several new posts across different departments.

Under the decisions approved:

  • 57 new posts were created in the Department of Youth Employment and Skill Development
  • Nine new sections will be established under the Directorate of Special Planning, for which 57 posts have been sanctioned
  • Six new sections under the Directorate of Student and Youth Welfare received approval for 55 posts across multiple categories, including the utilisation of seven previously sanctioned but surrendered posts

New Spine Sub-specialty Unit at PMCH

The Cabinet additionally approved the creation of 29 new posts for the establishment of an independent Spine Sub-specialty Unit under the Department of Orthopedics at Patna Medical College and Hospital (PMCH).

Officials said the move is aimed at strengthening specialised healthcare services at the state-run medical institution.
