Patna: The Bihar government will introduce a regulatory framework for coaching institutes across the state, Education Minister Mithilesh Tiwari said on Thursday, following a recent incident at a coaching centre in Patna.
Speaking to reporters, Tiwari said the government was preparing a Bihar Coaching Regulation framework that would define operational norms for coaching institutions and establish guidelines for their functioning.
Rules for coaching centres proposed
The minister said one of the proposed provisions would prevent coaching institutes from operating during school hours.
He said the government would issue directions regarding the management and conduct of coaching centres, adding that institutions would be required to comply with the prescribed norms.
“Coaching institutes will have to function according to the guidelines issued by the government,” Tiwari said.
Government comments on recent incident
Referring to the incident linked to a coaching centre in Patna, the minister described it as a matter related to competition between individuals or institutions.
He said the government would ensure that those responsible for any unlawful acts are dealt with in accordance with the law and that measures would be taken to prevent similar incidents in the future.
Complaint monitoring mechanism
Tiwari said the state government had issued two toll-free helpline numbers and directed that the numbers be displayed in schools across Bihar.
According to the minister, complaints received through the helplines are being monitored at the secretariat level. Allegations involving government officials or teachers will be examined, and appropriate action will be taken following inquiry, he said.
Investigation into viral video
The minister also commented on a video circulating on social media that allegedly shows a bodyguard firing a weapon in connection with the dispute involving coaching operators.
While reports have claimed that the individual is associated with a Patna-based coaching institute, no official confirmation has been issued.
Tiwari said the matter would be investigated by the administration and that action would be taken if any wrongdoing is established.
Regulatory framework under preparation
Officials have not yet announced a timeline for the introduction of the proposed coaching regulations. Further details regarding registration requirements, operating standards and enforcement mechanisms are expected to be released once the framework is finalised.
