Patna: The Bihar government has clarified that tenants living in rented accommodation across the state will be entitled to full benefits under the electricity subsidy scheme. The Energy Department has also warned that strict action will be taken against landlords found overcharging tenants or denying them subsidy benefits.
The announcement was made on Tuesday during a public grievance hearing held at the state office of the Janata Dal (United) in Patna, where Energy Minister Shailesh Kumar Bulo Mandal addressed public concerns.
Government Clarification on Subsidy Access
The Energy Minister stated that the government aims to ensure that benefits of all electricity-related welfare schemes reach every consumer, including those living in rented houses. He noted that complaints had been received regarding tenants being charged above official electricity rates.
Officials said such cases would be treated seriously, and the Energy Department Bihar will conduct investigations wherever irregularities are reported.
Separate Meter Option for Tenants
The government has advised tenants to install separate electricity meters to directly avail the subsidy benefits. Tenants can apply to the concerned electricity distribution company for an independent connection, ensuring transparent billing based on actual consumption.
The minister acknowledged that in some cases landlords may refuse permission for separate meters. He said tenants in such situations can still approach the department with complaints, which will be reviewed for necessary action.
Complaint Mechanism and Helplines
The Energy Minister said tenants can also use electricity company helplines to report issues related to billing, overcharging, or service disruption. He added that grievance redressal mechanisms are being strengthened to ensure timely resolution of complaints.
The government reiterated that exploitation of consumers will not be tolerated and corrective steps will be taken wherever required.
Power Supply Status in Bihar
Addressing concerns about electricity availability, the minister said there is currently no widespread power shortage in the state. According to him, power supply remains stable across most regions.
He added that in case of local complaints related to outages or disruptions, the department will investigate and take corrective measures to ensure reliable electricity supply.
The decision is expected to provide relief to a large number of tenants across Bihar, ensuring access to subsidised electricity and reducing instances of arbitrary charges in the rental housing sector.
