Patna: In a major push to improve food safety standards, the Bihar Health Department has decided to adopt the Türkiye model for food testing and quality control. Under the plan, advanced food testing laboratories will be established in Muzaffarpur, Darbhanga, Bhagalpur, Gaya and Purnia, reducing the state’s dependence on Patna for sample analysis.
Health Secretary Kumar Ravi has directed all Civil Surgeons to identify suitable land for the proposed facilities. In Muzaffarpur, a 5,500-square-foot site has already been earmarked within the Sadar Hospital campus, and engineers are expected to begin land measurement work shortly.
International-Standard Testing Facilities Planned
The new laboratories will provide food testing services in line with international standards. Officials said the facilities will be equipped to accurately detect adulteration in milk, sweets, edible oils, spices and other food products.
With laboratories available at the regional level, food samples will no longer need to be routinely sent to Patna or other major centres for testing. This is expected to significantly reduce reporting time and enable faster action against food adulterators.
The move is also expected to improve consumer access to safe and quality food products across Bihar.
Relief for Food Businesses
The decentralised testing system is likely to benefit food manufacturers and traders as well.
Businesses will be able to get their products tested closer to their operating locations, reducing delays and logistical costs. Timely testing reports are expected to help genuine businesses maintain quality standards and strengthen brand credibility.
Officials believe the regional laboratory network will streamline regulatory processes and make compliance easier for food operators.
Modern Equipment and Trained Personnel
The proposed laboratories will be equipped with high-end testing machinery and staffed by trained technical experts.
The Health Department has also prepared contingency measures to ensure the project is not delayed due to land availability issues. If government land is unavailable in a district, land may be acquired on lease for laboratory construction.
In Muzaffarpur, land behind the Santoshi Mata Temple within the Sadar Hospital premises has already been identified, and a formal proposal has been submitted to the department.
Continuous Monitoring to Be Key
Officials said the success of the initiative will depend on regular surveillance and testing. Under the proposed system, food samples will be collected periodically from markets, hotels, restaurants and other establishments to monitor food quality and safety standards.
The government has set a timeline for completing the laboratories and operationalising the network across the five selected cities.
