Patna: Bihar government will soon launch the third phase of the Basera campaign to provide possession of land to beneficiaries who have already received land allotment certificates but are yet to gain physical possession of their plots, Revenue and Land Reforms Minister Dilip Jaiswal announced.
Addressing a review of departmental achievements and future plans, Jaiswal said the state had made significant progress in land management, digitisation of land records and delivery of revenue services under the leadership of Chief Minister Nitish Kumar.
Basera-3 to Address Long-Pending Land Possession Cases
According to the minister, the upcoming Basera-3 campaign will focus on ensuring that beneficiaries who have received parchas are granted actual possession of the allotted land.
The initiative is expected to resolve long-standing disputes and pending cases related to land allotment across the state.
Under the ongoing Abhiyan Basera programme, residential land has already been provided to 71,579 eligible families. The government has also set a target of issuing land allotment certificates to an additional 30,000 families by August 15, 2026.
Khasmahal Land Conversion Planned
The state government is preparing to convert Khasmahal land into freehold property.
Jaiswal said consultations would be held with landholders to determine conversion fees based on prevailing market rates. The government believes the move could significantly alter land ownership patterns and facilitate property transactions.
Land Made Available for Development Projects
The department has made 1,380 acres of government land available for 88 development projects across sectors including education, roads, energy, tourism, sports and industry.
Meanwhile, land acquisition is underway for projects worth around Rs 30,000 crore. These projects require 45,748 acres of land and include expressways, national highways, railway infrastructure, airports and industrial developments.
Survey Work to Be Completed in Five Districts
The government has sanctioned more than Rs 863 crore for a special land survey programme.
Officials have set a target to complete survey operations in Arwal, Jehanabad, Lakhisarai, Sheohar and Supaul districts by August 15, 2026.
Land Records Fully Digitised
The department said digitisation of more than 1.52 lakh revenue maps has been completed.
Verified records will now be available only through digital platforms, a measure aimed at reducing the use of forged documents and preventing fraud.
According to departmental data, more than 32 crore records have been scanned and 70.89 crore documents uploaded online. Digitally signed documents have been issued to 11.86 lakh citizens.
Mutation Disposal Rate Crosses 91 Percent
The minister reported improvements in mutation services during the 2025-26 financial year.
Out of 15.24 lakh mutation applications received, 13.93 lakh were disposed of, resulting in a disposal rate of 91.33 percent.
Recruitment Drive Planned
To address staff shortages, the department has proposed recruitment for 8,054 new posts.
Preparations are also underway to appoint data entry operators at every Gram Kachhari level to strengthen local service delivery.
The department is additionally working to fill vacancies for Amins (land surveyors). Bihar currently has 1,197 serving Amins against 2,502 sanctioned posts.
Action Against Encroachments and Corruption
The department reported that 4,551 of 6,493 identified encroachment cases on government land have been resolved. Action is continuing in the remaining cases, and a special drive will be launched to accelerate removals.
Jaiswal also highlighted disciplinary action against officials accused of corruption or negligence. Action was taken against 186 officials in 2025 and against 66 officials so far in 2026.
Of these, 18 officials were suspended and 10 were jailed following trap operations.
Stricter Action Against Forged Documents
The minister said criminal cases would be registered under the Bharatiya Nyaya Sanhita against individuals who submit forged documents or intentionally delay proceedings by filing false objections in mutation and land record rectification matters.
Dedicated Economic Offences Unit Established
The Revenue Department has established its own Economic Offences Unit to investigate allegations of corruption and monitor the assets and income of officials.
The government said its priorities in the coming months would include distributing land to landless families, converting Khasmahal land into freehold property, completing digitisation of land records, strengthening manpower and intensifying anti-corruption measures across the department.
