Patna: The Bihar government has issued a detailed standard operating procedure (SOP) to facilitate the direct purchase of private land for the development of 11 proposed greenfield satellite townships across the state.
The Urban Development and Housing Department on Thursday notified the policy, which establishes a time-bound framework for land acquisition by the Bihar State Housing Board while exempting such transactions from stamp duty and registration fees.
The new provisions have come into effect immediately.
Direct Land Purchase Mechanism
Under the SOP, landowners willing to sell land located within the notified township areas can submit proposals directly to the Managing Director of the Bihar State Housing Board.
Each proposal must be accompanied by a draft sale deed and the prescribed supporting documents.
The Housing Board has been directed to complete a preliminary scrutiny of applications within seven days before initiating the next stage of the acquisition process.

District And Divisional Committees To Oversee Purchases
To ensure transparency and timely decision-making, the government has constituted land purchase committees at both the district and divisional levels.
Proposals involving land valued at up to Rs 100 crore will be considered by a committee headed by the concerned District Magistrate.
Land purchase proposals exceeding Rs 100 crore will be examined by a committee chaired by the Divisional Commissioner.
The committees will determine compensation after assessing the market value of the land along with structures, trees and other assets located on the property.
Payment Within Seven Days Of Approval
Once the compensation amount is determined and the landowner provides written consent, the proposal will be forwarded to the competent authority for final approval.
Following approval, the Bihar State Housing Board has been directed to release the full compensation amount to the landowner within seven days.
The sale deed will then be executed through an authorised Housing Board official, and the mutation process will be completed within the stipulated timeframe.

Incentives For Landowners
To encourage voluntary land transactions, the state government has exempted all land registrations in favour of the Bihar State Housing Board from stamp duty and registration charges.
Officials said the measure is intended to simplify the acquisition process, reduce transaction costs and accelerate implementation of the satellite township programme.
Supporting Bihar’s Urban Expansion
The SOP is part of the Bihar government’s broader plan to establish 11 greenfield satellite townships near major urban centres.
The proposed townships are expected to support planned urban expansion, ease pressure on existing cities, attract private investment and create new centres of economic activity.
Officials said the new land acquisition framework is designed to ensure that the projects are implemented in a transparent, efficient and time-bound manner while safeguarding the interests of landowners.
