Want To File RTI Online In Bihar? Here’s Why Jankari 2.0 Portal Is Not Working Fully Even Six Months After Launch

Most government departments have not onboarded their Public Information Officers to the Jankari 2.0 portal, limiting citizens' ability to file RTI applications and receive information online.

Patna: Six months after the Bihar government launched its Jankari 2.0 portal to digitise the Right to Information (RTI) process, most government departments have yet to complete the onboarding of Public Information Officers (PIOs), limiting the platform’s intended functionality.

As a result, online RTI applications and the digital delivery of information remain unavailable in many government offices despite the portal having been introduced in December 2025.

Departments Yet To Complete Onboarding

According to information submitted by the Bihar State Electronics Development Corporation (BELTRON), a majority of departments have not mapped their Public Information Officers and First Appellate Authorities (FAAs) onto the portal.

The General Administration Department has subsequently instructed all departments to complete the onboarding process, extending from state headquarters to district, block and panchayat-level offices.

Officials said the move is aimed at enabling citizens to submit RTI applications online and receive responses through the digital platform.

BELTRON Flags Delay

In a letter dated 9 June 2026 to the General Administration Department, BELTRON stated that the Jankari 2.0 project could function effectively only after PIOs and FAAs across subordinate offices were integrated into the system.

The agency noted that online training for departmental officials had been conducted on 8 December 2025, but the creation of login credentials for regional offices remains incomplete.

According to BELTRON, the delay has created technical bottlenecks that are affecting the timely processing of online RTI applications.

Three-Phase Implementation Plan

The government has outlined a three-stage process for completing the portal’s rollout.

Phase One involves the creation of a departmental administrator account, for which departments must submit prescribed information to BELTRON.

Phase Two requires departments to instruct their directorates and field offices—including district, block and panchayat offices—to complete self-registration on the portal.

Phase Three begins after regional offices register. Their requests will appear on the departmental administrator’s dashboard, where they will be verified before user IDs and passwords are generated automatically.

The Jankari 2.0 portal was launched to modernise Bihar’s RTI system by allowing applications to be filed online and enabling departments to process requests digitally.
