Patna: Bihar Governor and Chancellor of state universities, Lieutenant General (Retd) Syed Ata Hasnain, has directed that principals of constituent colleges across the state be appointed through a merit-based selection process, as part of a broader push to strengthen governance and academic standards in state universities.
The direction was issued during a review meeting of Veer Kunwar Singh University held at Bihar Lok Bhawan on Wednesday.
Focus On Long-Term Infrastructure Development
The Governor emphasised the need for universities to prepare long-term plans for infrastructure development.
He said every university should have a dedicated examination hall to ensure that regular teaching is not disrupted during examinations. He also called for the establishment of a central library in every university.
Library And Digital Learning Facilities
The Governor directed universities to ensure that libraries are stocked not only with books but also with magazines, academic journals and newspapers.
He instructed institutions to provide reading rooms, fix library timings according to students’ convenience and expand e-library facilities to improve access to learning resources.

Merit, Governance And Financial Discipline
Hasnain directed universities to send degree verification reports for students who have secured employment on a priority basis so that they do not face delays in joining their jobs.
He also instructed universities to restrict self-financed programmes to vocational and professional courses, instead of offering regular or traditional academic programmes under the self-financed model.
Emphasising financial discipline, the Governor called for effective financial management across universities and asked institutions to ensure the prompt resolution of matters related to employees’ provident fund.
Greater Use Of AI And Information Technology
The Governor asked universities to prepare long-term plans for the effective use of information technology and artificial intelligence (AI) in both administration and teaching.
He also directed universities to work closely with the Higher Education Department to resolve common issues, including salary verification, payment of pending salaries and pensions, and the release of contributions under the National Pension System (NPS).
University Review Meeting
During the meeting, Vice-Chancellor Shailendra Kumar Chaturvedi briefed the Governor on the academic and administrative activities of Veer Kunwar Singh University.
Additional Chief Secretary to the Governor Deepak Kumar Singh, senior university officials and representatives of the Governor’s Secretariat also attended the meeting.
