Bihar Government Launches Doorstep Property Registration for Citizens Aged 75 and Above

The new digital service enables eligible senior citizens to complete property registration from home through a paperless, GIS-enabled system.

Patna: Bihar government has expanded its doorstep property registration service to citizens aged 75 years and above, lowering the eligibility age from 80 years as part of a broader push towards digital governance and citizen-centric public services.

Chief Minister Samrat Choudhary announced the decision while launching four new services under the state’s Home Registry Digital System at the District Registration Office in Hajipur, Vaishali, on Friday.

Four Digital Services Introduced

The newly launched services include home property registration, online land-related verification, paperless registration, and GIS-based site inspection.

As part of the launch, Choudhary flagged off mobile registration unit vehicles that will provide doorstep registration services to eligible senior citizens. A live demonstration of the digital registration process for 83-year-old Awadhesh Kumar, the first beneficiary of the initiative, was also showcased through video conferencing.

A short film highlighting the paperless registration system developed by the Prohibition, Excise and Registration Department was screened during the event.

Eligibility Expanded to Citizens Aged 75 And Above

Addressing the gathering, Choudhary said the government had decided to extend the facility to citizens aged 75 years and above, making doorstep registration accessible to a larger section of elderly residents across Bihar.

He said the initiative aims to improve the ease of living by making government services simpler, transparent and time-bound. According to the Chief Minister, the digital registration system represents another step in Bihar’s transition towards digital governance.

Choudhary also directed officials to ensure that people residing outside Bihar can access digital registration services through online applications for property-related matters, including partition and other legal transactions.

Paperless Registration to Improve Transparency

The government said the new Home Registry Digital System will make the entire registration process online and paperless.

Under the system, applicants will receive registration documents through WhatsApp and email. Before any property transaction is completed, land records will undergo online verification along with GIS-based validation of the actual status of the land.

Officials said the new process is expected to reduce disputes, improve transparency in property transactions and strengthen buyer confidence.

Focus on Citizen Services

During the event, Choudhary instructed officials to ensure that registration offices provide adequate basic amenities for visitors.

He said reducing paperwork would save time, minimise unnecessary visits to government offices and help curb corruption by making the registration process more transparent.

Higher Education Expansion Announced

The Chief Minister also announced that 213 new degree colleges will be inaugurated across different blocks of Bihar on July 15, with the aim of expanding access to higher education in rural and remote areas.

He further noted that around one crore beneficiaries of Bihar’s social security pension scheme receive a monthly pension of Rs 1,100 through Direct Benefit Transfer (DBT) on the 10th of every month.

Event Attended by Officials

During the programme, the Chief Minister felicitated representatives of the agency that developed the digital registration platform.

The event was attended by local public representatives, senior officials of the Prohibition, Excise and Registration Department, and district administration officials. Secretary Naveen Kumar delivered the welcome address, while Vaishali District Magistrate Varsha Singh proposed the vote of thanks.
