Dilip Jaiswal Directs Merit-Based Disposal of Revenue Cases in Patna

Revenue Minister Dilip Kumar Jaiswal has directed officials to dispose of cases strictly on merit and improve the performance of all administrative circles within a month.

Patna: Bihar Revenue and Land Reforms Minister Dr Dilip Kumar Jaiswal has directed officials to improve the performance of all 26 administrative circles in Patna district, warning that action will be taken if measurable progress is not achieved within a month.

Chairing a review meeting on revenue administration, the minister described the current performance of the district’s administrative circles as below expectations and instructed officials to ensure the timely disposal of revenue-related cases and services.

Cases Must Be Decided on Merit

Jaiswal instructed officials to dispose of all cases strictly on merit and said there would be no scope for “pick-and-choose” practices in decision-making.

He also directed officials not to act under external pressure or influence and to ensure that all time-bound public services are delivered within the prescribed deadlines.

One-Month Deadline to Improve Rankings

The minister said the performance rankings of all 26 administrative circles in Patna district required improvement and noted that officials posted in the state capital carry greater administrative responsibility.

He directed the department to conduct another review after one month and warned that officials who fail to improve the performance of their respective circles could face action.

Focus on Clearing Pending Cases

Jaiswal asked Circle Officers to prioritise the disposal of pending revenue cases, particularly in circles with large backlogs.

He said eligible applicants should not be made to visit government offices repeatedly and directed officials to process applications promptly wherever they meet the prescribed rules.

The minister also instructed officials to achieve the targets set under the Abhiyan Basera-2 programme.

Revenue Services Reviewed

The meeting reviewed the implementation of key departmental services, including mutation (Dakhil-Kharij), Parimarjan Plus, e-measurement (e-Maapi), identification of government land, applications received under the Revenue Mega Campaign, and cases registered through public grievance redressal and Sahyog camps.

Officials also discussed measures to improve administrative efficiency and accelerate the disposal of pending applications.

Department Reviews Circle-Wise Performance

Revenue and Land Reforms Department Secretary Jai Singh directed officials to ensure timely delivery of all revenue services and completion of time-bound assignments.

Secretary Seema Tripathi reviewed circle-wise performance through a presentation and instructed Circle Officers and Revenue Officers to improve the accuracy of departmental data and strengthen implementation.

The review meeting was held at the Revenue (Survey) Training Institute in Shastri Nagar and was attended by Circle Officers and Revenue Officers from all 26 administrative circles of Patna district, along with senior departmental officials, including Director of Land Records and Survey Suharsh Bhagat and other officers of the Revenue and Land Reforms Department.
